Philadelphia police officer James Strohm, 47, is behind bars and facing federal charges after being caught distributing child pornography online. Strohm, a sworn law enforcement officer, now stands accused of exploiting the very system he was paid to uphold—using his position and access to shield what prosecutors call a predatory digital trail.
According to a criminal complaint unsealed today, Strohm distributed and attempted to distribute explicit material depicting minors in sexually abusive situations. The charges stem from an investigation led by the Federal Bureau of Investigation, which tracked online activity linking Strohm directly to the sharing of illegal content across encrypted networks used by known child exploitation rings.
United States Attorney William M. McSwain announced the charges, emphasizing that no badge grants immunity. “James Strohm took an oath to protect the public,” McSwain stated. “Instead, he allegedly became a distributor of the vilest crime imaginable—child sexual abuse material. There is no place for this in any community, especially not within law enforcement.”
If convicted, Strohm faces a mandatory minimum of five years in federal prison. The charge of distribution and attempted distribution of child pornography carries steep penalties, including lifelong registration as a sex offender and supervised release following incarceration. No plea has been entered, and Strohm remains in custody pending a detention hearing.
The FBI’s investigation uncovered digital footprints including file-sharing logs, IP address matches, and metadata tied to devices registered in Strohm’s name. Investigators say the evidence outlines a pattern of deliberate, repeated access to and distribution of child sexual abuse material over several months.

The case is being prosecuted by Assistant United States Attorney Meaghan A. Flannery.
