Jered Shay Picard, Gun Assault and Witness Tampering, Washington 2024

SPOKANE, WASHINGTON – A grim chapter in the story of domestic abuse unfolded as Jered Shay Picard, 35, from Nespelem, WA, was sentenced to four years in prison for assaulting his intimate partner with a firearm and attempting witness tampering.

The sentence was announced by Acting United States Attorney Richard R. Barker after Picard pleaded guilty to Assault with a Dangerous Weapon in Indian Country and Attempted Witness Tampering. United States District Judge Thomas O. Rice imposed the 48-month prison term, followed by three years of supervised release.

According to court documents, on December 13, 2024, Picard’s confrontation with his partner escalated into terror when he aimed a rifle at her face and fired into the sky. When she tried to flee, Picard shot out the driver’s side tire of her truck, trapping her inside. The incident was caught on video by the victim.

The following morning, Colville Tribal Police arrested Picard and he was booked into jail. During his time in custody, Picard engaged in a campaign of intimidation against his victim over telephone calls, advising her to delete evidence, avoid authorities, and not attend court if the case was prosecuted federally.

In a statement, Acting U.S. Attorney Barker emphasized the severity of Picard’s actions: ‘Mr. Picard’s life-threatening behavior and subsequent attempts to manipulate justice are deeply disturbing.’ W. Mike Herrington, Special Agent in Charge of the FBI Seattle field office, echoed these sentiments, expressing hope that the sentence would serve as a deterrent against violent crime.

This case underscores the lethal combination of domestic abuse and firearms, highlighting the urgency to combat such crimes on tribal lands. Investigated by the FBI and the Colville Tribal Police Department, it was prosecuted by Special Assistant United States Attorney Michael L. Vander Giessen.
