Kevin Livsey, Fentanyl and Heroin Trafficking, Pennsylvania 2018

PITTSBURGH, PA – Kevin Livsey, 32, of Pittsburgh, is headed back to federal prison for nearly two decades after being sentenced to 19 years and two months (230 months) for a brazen return to drug dealing and gunplay – all while already on supervised release. U.S. Attorney Scott W. Brady announced the sentence today, a hard blow against a repeat offender who clearly learned no lessons.

Livsey appeared before United States Circuit Judge D. Michael Fisher, who handed down the lengthy sentence. Beyond the prison term, Livsey will be under federal supervision for another six years upon release – if he ever truly leaves the system. The charges stemmed from incidents in April and May of 2018, proving Livsey was actively peddling poison and possessing illegal firearms while supposedly being monitored by the feds.

The feds convicted Livsey on three counts: (1) possession with intent to distribute fentanyl, carfentanil, and heroin on May 9, 2018; (2) possession of a firearm in furtherance of a drug trafficking crime, also on May 9, 2018; and (3) distribution of fentanyl and heroin on April 11, 2018. This wasn’t a first offense. Livsey was already on supervised release following a previous stint in prison for more heroin trafficking. And digging deeper, court records show a 2010 Pennsylvania state conviction for – you guessed it – heroin trafficking.

Assistant United States Attorney Craig W. Haller spearheaded the prosecution, building a solid case that showcased Livsey’s blatant disregard for the law. The investigation was a collaborative effort, involving the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Pittsburgh Bureau of Police, and the Allegheny County Sheriff’s Office. These agencies worked tirelessly to put this dangerous individual back behind bars.

This case isn’t an isolated incident; it’s part of the Department of Justice’s Project Safe Neighborhoods (PSN), a program focused on reducing violent crime. PSN isn’t just about arrests, it’s about a coordinated, data-driven approach involving law enforcement, community organizations, and reentry programs. The goal is to target the most violent offenders – like Livsey – and create lasting change.

Livsey’s sentence sends a clear message: continuing criminal activity while on release won’t be tolerated.
