Richard Welbourne, Child Sexual Abuse Material, Florida 2024

Fort Myers, Florida – The grim halls of justice have once again echoed with the sound of a guilty plea, as Richard Welbourne (67, Port Charlotte) was sentenced to 51 months in federal prison for his depraved acts of possessing and accessing child sexual abuse material. The sentence, handed down by U.S. District Judge Sheri Polster Chappell, includes 15 years of supervised release and an order for Welbourne to register as a sex offender.

According to court documents, Welbourne’s dark journey into the depths of child exploitation began on August 7, 2022, where he actively sought out and accessed graphic images of child sexual abuse from the internet. His sinister activities continued until November 15, 2022, when his reign of terror was finally brought to a halt.

The National Center for Missing and Exploited Children (NCMEC) received four cybertips in June 2022 from an Electronic Service Provider, reporting Welbourne’s involvement with child sexual abuse material. The FBI swiftly moved to investigate and executed a search warrant at Welbourne’s residence in Port Charlotte, Florida. During the raid, agents seized his computer, where they discovered the chilling evidence of his crimes.

Welbourne admitted that he had been accessing child sexual abuse material online for approximately 20 years, often saving links to his ‘favorites’ in a web browser for easy access. He also confessed to viewing girls as young as 4 or 5 years old on these sites. His remorseless confession only underscored the severity of his crimes.

This case was a testament to the relentless efforts of law enforcement, with the Federal Bureau of Investigation and the Fort Myers Child Exploitation and Human Trafficking Task Force working tirelessly to bring Welbourne to justice. Assistant United States Attorney Yolande G. Viacava prosecuted the case, ensuring that justice was served.
