PORTLAND, Ore. — A trio of alleged protesters has been slammed with serious federal charges after their actions turned violent near a U.S. Immigration and Customs Enforcement (ICE) office in South Portland. The defendants, charged with assaulting federal officers and creating a hazard on federal property, are facing stiff penalties for their alleged antics during ongoing protest gatherings.
Julie Winters, 46, of Portland, is accused of attempting to assault a federal officer, a felony carrying up to 20 years in prison. Aziel Chambers, 20, from Merlin, Oregon, faces misdemeanor charges including assault on a federal officer, creating a hazard on federal property, and failing to obey a lawful order. Rachel Jean Pope, 28, of Portland, is charged with the same offense as Chambers.
Court documents reveal that on June 24, 2025, tensions were high near the ICE office. Protesters discharged pepper spray, threw rocks and bricks, and even attempted to set a U.S. flag ablaze. When federal officers used gas canisters to disperse the crowd, Pope allegedly hurled a metal canister towards them. Winters is said to have tried lighting an incendiary device next to the guard shack and waving a knife at officers before being subdued by a taser.
Chambers was caught pointing a laser pointer in a federal officer’s eye and has also been charged with throwing an object at federal property. All three defendants appeared in federal court today, facing serious consequences for their alleged behavior.
The charges against them range from Class C misdemeanors with up to 30 days in prison to the felony of attempted assault, which could mean 20 years behind bars. Investigated by the FBI, FPS, and ICE, these cases are being prosecuted by the U.S. Attorney’s Office for the District of Oregon.
A criminal complaint and information are merely accusations, and all defendants are presumed innocent unless proven guilty in court.
