PORTLAND, Ore. — Three protesters have been charged after a violent confrontation with federal law enforcement officers near a U.S. Immigration and Customs Enforcement (ICE) office in South Portland. Julie Winters, 46, Aziel Chambers, 20, and Rachel Jean Pope, 28, faced federal court today for their roles in the unrest.
Winters is accused of attempting to assault a federal officer with a knife during a protest on June 24, 2025. Chambers is charged with assault on a federal officer, creating a hazard on federal property, and failing to obey a lawful order. Pope is alleged to have thrown a metal canister at officers during the same incident.
According to court documents, the protests had been ongoing for weeks, marked by threatening statements, the use of pepper spray, and throwing debris towards federal law enforcement officials. The night of June 24 saw an attempted arson, leading federal officers to disperse the crowd with less-than-lethal means. In the chaos, Pope threw a gas canister, and Winters was caught trying to ignite an incendiary device and waving knives at officers.
Chambers is also charged with pointing a laser pointer at a federal officer’s eye and resisting arrest. The three defendants appeared before a U.S. Magistrate Judge today; Winters remains detained, while Pope and Chambers were released on conditions pending future court proceedings.
The offenses carry serious penalties, including up to 20 years in prison for attempting to assault a federal officer and one year for misdemeanor assault. Failure to obey a lawful order and creating a hazard on federal property are Class C misdemeanors with a maximum sentence of 30 days in jail. The FBI, FPS, and ICE investigated the cases, which are being prosecuted by the U.S. Attorney’s Office for the District of Oregon.
A criminal complaint and an information are only accusations of a crime, and all defendants are presumed innocent until proven guilty.
