Tommy Ramirez, Cocaine Possession, United States Virgin Islands 2024

Tommy Ramirez, 29, of the Dominican Republic and Ramon Clavel, 55, of Haiti, were arrested Monday on a criminal complaint charging them with possession with intent to distribute a controlled substance, United States Attorney Gretchen C.F. Shappert announced.

The arrest took place in St. Thomas, USVI, where Ramirez and Clavel presented themselves at the post office to claim a package that contained one kilogram of cocaine, a controlled substance. This brazen attempt to claim the package led to their immediate detention.

Ramirez and Clavel made their initial appearance before U.S. Magistrate Judge Ruth Miller and were detained pending further proceedings. The consequences of their actions could be severe, with a minimum sentence of five years and a fine of $250,000.00 if convicted of possession with the intent to distribute a controlled substance.

United States Attorney Shappert reminds the public that a complaint is merely a formal charging document and is not evidence of guilty. Every defendant is presumed innocent until and unless proven guilty. However, the evidence against Ramirez and Clavel appears to be substantial, given the circumstances of their arrest.

The case was investigated by a team of federal agencies, including the Drug Enforcement Administration (DEA), United States Postal Inspection Service (USPIS), Department of Homeland Security Investigations, U.S. Customs and Border Protection, and the Federal Bureau of Investigations. This collaborative effort demonstrates the commitment of law enforcement to combating drug trafficking in the USVI.

The case is being prosecuted by Assistant U.S. Attorney Sigrid M. Tejo-Sprotte. As the prosecution moves forward, it will be important to examine the details of the case and the evidence against Ramirez and Clavel. For now, the community can take comfort in the knowledge that two individuals alleged to be involved in cocaine distribution are off the streets.

In the ongoing battle against drug trafficking, cases like this serve as a reminder of the importance of vigilance and cooperation between law enforcement agencies. The people of St. Thomas, USVI, can be assured that their safety is a top priority, and that those who engage in illicit activities will be held accountable.
