Failure to Register Lands Rapid City Man in Hot Water

Titus Leading Cloud, a 30-year-old Rapid City man, has found himself in a world of trouble after being charged with Failure to Register as a sex offender. According to court documents, Leading Cloud had been required to register under the Sex Offender Registration and Notification Act since his conviction under federal law.

Between March 21, 2019, and October 22, 2019, Leading Cloud allegedly failed to register and update his registration, sparking a federal indictment from a grand jury. U.S. Attorney Ron Parsons announced the charges, which carry a maximum penalty of 10 years in federal prison, a mandatory minimum term of 5 years up to life of supervised release, and a $100 fine to the Federal Crime Victims Fund.
