PORTLAND, Ore. – Julie Winters, 46, of Portland, is back in federal custody after allegedly attacking U.S. Marshals – the second time she’s been accused of assaulting federal law enforcement. The repeat offender made her first appearance in court yesterday facing charges of assaulting a federal officer and resisting arrest, a familiar refrain for this defendant.

According to court documents, the latest incident unfolded on August 20, 2025, when U.S. Marshals attempted to arrest Winters for violating the conditions of her pretrial release. That release stemmed from a June 24, 2025 incident where she allegedly attempted to firebomb an ICE office and then attacked officers with knives. This time, Winters reportedly became immediately hostile, initiating a physical struggle with the deputies. After a protracted fight, they managed to subdue and handcuff her.

But the struggle didn’t end there. While in a holding cell, Winters experienced a medical issue, prompting the deputies to remove her restraints to provide immediate care. As soon as the handcuffs came off, court documents state, Winters allegedly resumed her attack, this time escalating to a brutal assault – grabbing a Deputy U.S. Marshal by the hair at the base of the scalp and violently whipping the officer around. The deputies were forced to regain control of the situation.

This isn’t Winters’ first rodeo. She was already indicted on two counts of attempted assault on an officer and intimidation of a federal officer with a dangerous weapon related to the June 24th incident. Investigators say she was observed trying to ignite an incendiary device near the Immigration and Customs Enforcement (ICE) office guard shack. When confronted by Federal Protective Service officers, she allegedly brandished a large knife, even throwing it at one officer (though it didn’t hit). After a taser deployment and a foot chase, officers found a second large knife concealed in her waistband before finally taking her into custody.

The U.S. Attorney’s Office for the District of Oregon is prosecuting the case, with the investigation being conducted jointly by the United States Marshal Service and the FBI. Winters remains in custody pending further court proceedings. The government has yet to announce a trial date.

A criminal complaint is merely an accusation, and Julie Winters, like all defendants, is presumed innocent until proven guilty in a court of law. But her history suggests a pattern of escalating violence towards those sworn to uphold the law, raising serious questions about public safety and the effectiveness of pretrial release conditions.
