Repeat Sex Offender Jailed 19+ Years
A 46-year-old Newport News man with a history of child sex offenses has been sentenced to 235 months in prison for attempted receipt of obscene images depicting the sexual abuse of children.
Elmer E. Eychaner, III was convicted at trial by a federal jury on May 18 for attempted receipt of obscene images, obstruction of justice, destruction of evidence, and penalties for a registered sex offender.
According to court records, Eychaner previously was convicted in federal court of child pornography crimes in 2008. He was also convicted of promoting obscenity to minors in North Dakota in August 1992, and gross sexual imposition in North Dakota in May 1994.
In 2016, Eychaner was allowed to have a computer for job searching, but he used it to search for obscene cartoon images depicting the sexual abuse of minors. He attempted to evade monitoring software using voice recognition software, Cortana, and deleted his search history.
When confronted by his probation officer, Eychaner admitted to removing the hard drive and throwing it down a storm drain. He was subsequently arrested and charged with the new offenses.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse. U.S. Attorney G. Zachary Terwilliger and FBI Special Agent Martin Culbreth made the announcement after sentencing by U.S. District Judge Mark S. Davis.
Assistant U.S. Attorneys Lisa R. McKeel and Megan M. Cowles prosecuted the case. Eychaner’s sentence is a significant blow to those who exploit children online, and serves as a reminder of the importance of Project Safe Childhood’s efforts to prevent and prosecute child sex crimes.
