Wire Fraud Scandal Rocks Eau Claire, Wisconsin

A shocking case of wire fraud has left a trail of deceit and financial ruin in Eau Claire, Wisconsin. Robert E. Carter, a 45-year-old man from Eau Claire, was sentenced to three years in prison for his role in a complex scheme that targeted a trucking company in Fond du Lac, Wisconsin.

Carter’s scheme, which began in 2018, involved feigning interest in purchasing the trucking company. He told elaborate lies about owning private jets and a personal yacht, convincing the owners that he wanted to buy their trucking and brokerage companies for $10 million. Carter then sent the owners a letter of intent that required them to provide him with sensitive business information, including financial statements.

However, Carter eventually informed the companies’ owners that he needed to back out of the deal, but he held on to the financial statements for two years. In 2020, Carter intentionally changed the financial statements to make it appear as if they belonged to his businesses. He then submitted the phony financial statements to an equipment leasing company, fraudulently obtaining three semi-trucks and two trailers.

While defrauding the first leasing company, Carter simultaneously downloaded financial statements from the Internet that belonged to a charitable trust in Iowa. He intentionally changed these financial statements to make it appear as if they belonged to his trust and submitted them to a second equipment leasing company in an attempt to fraudulently lease ten more semi-trucks.

Carter’s criminal history includes prior convictions for fraud, which was highlighted by Judge William M. Conley during his sentencing. The investigation into Carter’s scheme was conducted by IRS Criminal Investigations and the Federal Bureau of Investigation, with assistance provided by the Office of the U.S. Trustee for the Western District of Wisconsin. Assistant U.S. Attorneys Chadwick M. Elgersma and Megan R. Stelljes prosecuted this case.
