Rochester Woman Sentenced for HUD Fraud
A Rochester woman has been handed a three-year probation sentence and ordered to pay restitution after being found guilty of stealing government funds intended for HUD benefits.
Debra Belcer, 58, of Rochester, was convicted of stealing government funds meant for HUD Section 8 rent subsidy benefits. Belcer was found to have lied about her financial situation to continue receiving the benefits, claiming she was the only adult living in her home and the only one earning income.
However, investigators discovered that Belcer had gotten married and was not reporting her husband’s income, as well as not revealing all of her own earned income to HUD. The investigation, led by the United States Department of Housing and Urban Development – Office of Inspector General, found that Belcer had received HUD benefits between July 2009 and July 2011.
Assistant U.S. Attorney Marisa J. Miller, who handled the case, said that Belcer’s actions were a serious breach of trust. The restitution order totals $22,609, which Belcer must pay as part of her sentence.
U.S. District Judge David G. Larimer imposed the sentence, bringing an end to the investigation. The case was prosecuted by Assistant U.S. Attorney Marisa J. Miller.
The sentencing is the culmination of an investigation on the part of Special Agents of the United States Department of Housing and Urban Development – Office of Inspector General, under the direction of Special Agent in Charge Cary Rubenstein.
Belcer’s sentence serves as a reminder of the consequences of stealing from government programs intended to help those in need.
