A former Kansas City, Kansas, police detective has been charged with federal civil rights crimes for sexually assaulting two victims. Roger Golubski, a 65-year-old man, faces six counts of sexual assault after a federal grand jury in Topeka, Kansas, returned an indictment on February 23, 2024.
The indictment alleges that Golubski sexually assaulted the first victim on multiple occasions between 1998 and 2001. He is accused of digitally penetrating her and forcing her to perform oral sex on him in his vehicle. The indictment also alleges that he raped her in his vehicle and performed oral sex on her. Additionally, it claims that he made her perform oral sex on him and raped her in and next to his vehicle.
The indictment charges Golubski with aggravated sexual abuse and kidnapping. If convicted, he faces a maximum sentence of life in prison.
The investigation into Golubski’s actions is ongoing. Anyone with additional information is encouraged to call the FBI at 1-800-CALL-FBI. The FBI Kansas City Field Office investigated the case in conjunction with the Kansas Bureau of Investigation.
Golubski’s alleged crimes are a shocking betrayal of public trust. As a police detective, he was sworn to protect and serve the community, not to exploit and harm innocent people. The charges against him are a testament to the bravery of the victims who came forward to share their stories.
Assistant Attorney General Kristen Clarke of the Civil Rights Division, U.S. Attorney Duston Slinkard for the District of Kansas, Assistant Director Luis Quesada of the FBI’s Criminal Investigative Division, and Special Agent in Charge Charles Dayoub of the FBI Kansas City Field Office made the announcement.
An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
