Sacramento Man Pleads Guilty to Sexual Exploitation of a Minor
A Sacramento man has pleaded guilty to a federal charge of sexual exploitation of a minor, authorities announced today. Roland Edward Bain, 40, of Sacramento, pleaded guilty to the charge in U.S. District Court.
According to court documents, between March 6, 2024, and May 5, 2024, Bain engaged in a pattern of activity which included persuading a minor victim to create and send him sexually explicit photos and videos. The victim, who was under the age of 18, used her phone to create the explicit material at Bain’s request.
Bain also engaged in sex acts with the victim, and was aware throughout the course of conduct that the victim was under the age of 18. Additionally, Bain engaged in a pattern of activity involving prohibited sexual conduct with other minors.
The Federal Bureau of Investigation and the Sacramento Sheriff Internet Crimes Against Children Task Force are conducting the investigation. Assistant U.S. Attorney Douglas Harman is prosecuting the case.
Bain is scheduled to be sentenced by U.S. District Judge Troy L. Nunley on June 18, 2026. Bain faces a mandatory minimum statutory penalty of 15 years in prison, a maximum statutory penalty of 30 years in prison, and a $250,000 fine.
The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the U.S. Attorney’s Office to combat the growing epidemic of child sexual exploitation and abuse. Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims.
