A convicted sex offender in West Virginia has been sentenced to 24 months in prison for his failure to properly update his registration status. Ronald Kisner, II, 30, of Harpers Ferry, West Virginia, was convicted in November 2011 of ‘Abusive Sexual Assault’ in the Northern District of West Virginia.
Kisner was required to register as a sex offender due to his conviction. However, he subsequently moved from West Virginia to Frederick County, Virginia without updating his sex offender registration. This egregious failure to comply with the law has now resulted in a 24-month prison sentence.
On August 2015, Kisner pled guilty to one count of ‘Failure to Register.’ This conviction was a direct result of his efforts to avoid his obligations as a sex offender. The United States Marshals Service investigated this case, bringing attention to the importance of maintaining accurate and up-to-date sex offender registration records.
Assistant U.S. Attorney Paul Camilletti prosecuted the case on behalf of the government. The case was presided over by Chief U.S. District Judge Gina M. Groh.
