Floridians Gilda Rosenberg and Amit Biegun have been hit with a severe sentence after being found guilty of conspiring to defraud military retail exchanges across the nation. Rosenberg, aged 60 from Golden Beach, Florida, was sentenced to 30 months in federal prison by U.S. District Judge Amos L. Mazzant on July 30, 2025. She also faces a restitution order exceeding $1.6 million. Amit Biegun, 46 years old from Aventura, Florida, received the same sentence from Judge Mazzant on June 24, 2025.
The duo were indicted for their roles in Gilly Vending, Inc., where Rosenberg was the owner and president, and Biegun held the position of chief financial officer. The fraudulent activities targeted the Army and Air Force Exchange Service (AAFES), a government entity operating stores on military bases across the U.S.
Starting in 2016, Gilly Vending secured over 20 contracts with AAFES to provide services at various military installations. These contracts ranged from $24,000 to $1 million annually and included commissions paid to AAFES based on sales figures reported by Gilly Vending. Rosenberg and Biegun were accused of significantly underreporting sales figures to reduce these commissions.
Acting U.S. Attorney Jay R. Combs emphasized the importance of AAFES in providing services to military personnel and their families, stating that the defendants had stolen from taxpayers and those who served honorably. Special Agent in Charge Chad Gosch of the Department of Defense Office of Inspector General’s DCIS Southwest Field Office highlighted the commitment to investigating fraud affecting the DoD.
Special Agent in Charge John McCabe of the Army CID and Nicholas J. Groesbeck of the OSI Procurement Fraud Detachment 3 emphasized their dedication to protecting resources for service members and families, underscoring the unwavering pursuit of those who defraud the government.
