Tampa, FL – Dmitry Shushlebin (45), a Russian national living in Miami Beach, has pleaded guilty to conspiring to submit fraudulent voter registrations, wire fraud, false statements, and aggravated identity theft. The charges stem from an elaborate scheme where Shushlebin is accused of using fake identities to obtain fraudulent credit cards and loans.
According to court filings, Shushlebin hired Sanjar Jamilov (32, Uzbekistan) and others to submit over 100 fraudulent voter registration applications in Pinellas County. These applications featured identical envelopes with the same typographical error and bore multiple signs of fraud, such as repeating dates of birth and nearly sequential Social Security numbers.
The Supervisor of Elections was able to detect the ruse and reject the fraudulent registrations. However, Shushlebin’s scheme went beyond mere voter registration. He used the synthetic identities to apply for loans, with one instance involving a $3,099 dental loan using the name ‘Ariel Elston.’ He created a phony driver’s license and had a Russian actress pose as Elston for the application photo.
Shushlebin has been charged with committing this scheme against numerous banks. Assistant United States Attorneys Daniel J. Marcet and Lindsey N. Schmidt, along with Trial Attorney Leo Wise from the Justice Department’s Public Integrity Section, are prosecuting the case.
Jamilov, who previously pleaded guilty, is awaiting deportation. Shushlebin faces a maximum of 32 years in federal prison, though a sentencing date has yet to be set.
