PORTLAND, Maine — In a gritty sentence handed down by U.S. District Judge Nancy Torresen, Raymond Lilly, the 41-year-old man from Augusta, Maine, was sentenced to six years in federal prison for the crime of illegally possessing a firearm. The sentence will be followed by three years of supervised release.
Lilly pleaded guilty on May 2, 2025, after being caught with a Smith & Wesson model M&P 15, .22 caliber rifle at an encampment in Mill Park, Augusta. His previous felony convictions in the U.S. District Court for the District of Maine had made him forbidden by law to possess firearms.
The encounter that led to Lilly’s conviction began when Augusta police officers responded to reports of suspicious activity at the park. During their interaction with Lilly, they discovered a bottle of pills without a prescription, which prompted his arrest. It was during the search of his tent that the illegal firearm was found.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) investigated the case in partnership with the Augusta Police Department. The investigation is part of Project Safe Neighborhoods (PSN), a comprehensive initiative aimed at reducing violent crime and gun violence across all levels of law enforcement.
Project Safe Neighborhoods was launched on May 26, 2021, with a focus on fostering trust within communities, supporting local organizations that prevent violence, strategically enforcing laws, and measuring the impact of these efforts.
