Kelly L. McCabe, Social Security Benefits Fraud, Maine 2023

PORTLAND, MAINE – In a stunning revelation of fraud and betrayal, Kelly L. McCabe, a 36-year-old resident of Saco, Maine, has pleaded guilty in U.S. District Court to social security fraud and theft of public money.

Court records show that McCabe, while caring for her two daughters, successfully applied for Supplemental Security Income (SSI) benefits on their behalf. The program, designed to assist those with limited income who are blind, disabled, or elderly, awarded the benefits to McCabe’s daughters in 2006 and 2008.

However, McCabe’s role as a representative payee took an ominous turn when she lost custody of her daughters in 2012. Despite this, she continued to collect their SSI benefits until July 2017, all while keeping her daughters’ absence from her home and her personal use of the funds secret from the Social Security Administration (SSA).

McCabe’s deceit did not stop there. She also claimed her own SSI benefits, which her misappropriation of her daughters’ funds reduced, leading to an additional financial loss to the benefit program.

As a result of her criminal actions, McCabe faces up to five years in prison and a $250,000 fine for social security fraud, alongside a ten-year sentence and a $250,000 fine for theft of public money. She also risks up to three years of supervised release following her potential imprisonment.

The investigation that exposed McCabe’s fraudulent activities was conducted by the SSA’s Office of the Inspector General and the Maine Department of Health & Human Services’ Fraud Investigation and Recovery Unit.
