Roland Edward Bain, a 40-year-old Sacramento man, pleaded guilty to sexually exploiting a minor in a disturbing case that unfolded between March 6, 2024, and May 5, 2024. During this time, Bain convinced the underage victim to create and send him explicit photos and videos, and even engaged in sex acts with the minor. The exploitation occurred via smartphone communications, with the victim producing explicit material at Bain’s request. Bain was aware the victim was under 18 and also had a pattern of activity involving other minors.

The investigation was conducted by the Federal Bureau of Investigation and the Sacramento Sheriff Internet Crimes Against Children Task Force. Assistant U.S. Attorney Douglas Harman is prosecuting the case, which was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.

Bain is scheduled to be sentenced by U.S. District Judge Troy L. Nunley on June 18, 2026. He faces a mandatory minimum of 15 years in prison, a maximum of 30 years, and a $250,000 fine. The actual sentence will be determined by the court after considering applicable statutory factors and the federal Sentencing Guidelines.

The case highlights the importance of Project Safe Childhood, which was launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute those who exploit children, and to identify and rescue victims.
