Jonathan Humberto Peraza-Rosa, Drug Trafficking, Puerto Rico 2025

SAN GERMÁN, PUERTO RICO – Sixteen alleged members of a brutal drug trafficking organization operating in San Germán have been indicted on federal charges, the Department of Justice announced July 2, 2025. The gang is accused of flooding the Manuel F. Rossy Public Housing Project and surrounding areas with crack cocaine, cocaine, fentanyl, and marijuana, all while brazenly disregarding the safety of children.

The indictment, handed down by a federal grand jury in the District of Puerto Rico, details a sophisticated operation that ran from approximately 2023 to the present. U.S. Attorney W. Stephen Muldrow minced no words, stating the gang “conducted their criminal activities in the presence of minors, in complete disregard to the detriment of the children.” The charges include conspiracy to possess with intent to distribute, possession and distribution of controlled substances, and multiple firearms violations.

Federal Bureau of Investigation (FBI) and Puerto Rico Police Bureau (PRPB) investigators uncovered a network of at least two drug “points” operating *inside* apartments within the Rossy PHP. Sellers reportedly conducted transactions through windows to evade law enforcement. Defendants allegedly used two-by-four wooden studs to barricade apartment entrances, buying precious seconds to dispose of drugs before a potential raid. This wasn’t just about profit; it was about control.

The indictment paints a picture of a ruthless organization that maintained its grip on the drug trade through intimidation, force, and violence. Members allegedly inflicted beatings – using weapons like horse whips – on rivals and even fellow co-conspirators for perceived infractions. The operation wasn’t a haphazard street corner hustle; it was a calculated, organized effort with designated leaders, enforcers, runners, sellers, facilitators, and lookouts.

The following individuals have been charged in the drug trafficking conspiracy: [1] Jonathan Humberto Peraza-Rosa, a.k.a. “El Negro”; [2] Jesed Natan Pagán-Ríos, a.k.a. “J”; [3] Karvinson Javier Medina-Figueroa, a.k.a. “Champi/Jampi”; [4] Giancarlo Robles-Pérez, a.k.a. “Gps/Penuelas/Jp”; [5] Kelvin Torres-Alvarado, a.k.a. “Pito Ciribillo/Ciribi”; [6] Eliezer Mikael Cruz-Molinary, a.k.a. “Mikael”; [7] Yafet Omar Alameda-Torres; [8] Anabel Tina Rodríguez; [9] Jan Louis García-Franqui; [10] Joe Armando Cotte-Ruiz, a.k.a. “Ch”. Further details on additional defendants were not immediately available.

“This group thought they were above the law,” stated Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office. “Our message is simple: if you choose to operate like a street army, then you’re choosing to face the FBI—rest assured your days terrorizing our communities are numbered.” The investigation involved collaboration between the FBI, PRPB Ponce and Mayagüez Strike Force, Puerto Rico Department of Corrections and Rehabilitation, and the Guaynabo Municipal Police SRT. The case remains ongoing.
