TUCSON, Ariz. – The grimy truth about Santa Cruz County’s coffers has come to light as Elizabeth Gutfahr, the former Treasurer of Santa Cruz County, was sentenced on June 23, 2025, by U.S. District Judge Rosemary C. Márquez to a stunning 120-month sentence for her thievery. The 63-year-old Rio Rico resident will also serve three years of supervised release after this term.
Gutfahr’s guilty plea included charges of Embezzlement by a Public Official, Money Laundering, and Tax Evasion. But the damage was already done; she was ordered to pay back approximately $51.8 million in restitution to Santa Cruz County and the United States Treasury, a sum that dwarfs her initial theft.
‘The people of Santa Cruz County have a right to integrity from their leaders,’ U.S. Attorney Timothy Courchaine declared. ‘Gutfahr’s actions were not just financial; they were a betrayal of trust.’
FBI Phoenix Special Agent in Charge Heith Janke echoed the sentiment, emphasizing the impact of Gutfahr’s greed on the community: ‘Her scheme affected the very fabric of county operations. The FBI is dedicated to uncovering such corruption and holding those accountable.’
Carissa Messick of the IRS Criminal Investigation Phoenix Field Office emphasized the importance of accountability for public officials: ‘Taxpayers deserve leaders who act in their best interest, not their own. IRS-CI will not tolerate corruption at any level.’
Court documents revealed a 10-year conspiracy of wire transfers totaling approximately $38.7 million, funneled through fake companies created by Gutfahr and used to fund her lavish lifestyle. Her manipulation of the county’s financial processes was so sophisticated that she managed to evade detection until the FBI and IRS-CI took over the investigation.
