Saul Hicks Williams, Failure to Register as a Sex Offender, West Virginia 2023

A Berkeley County man has been found guilty of failing to register as a sex offender in a federal court case.

Saul Hicks Williams, 36, of Inwood, West Virginia, pleaded guilty to one count of ‘Failure to Register as a Sex Offender’ in federal court, United States Attorney William J. Ihlenfeld, II, announced.

According to the indictment, from September 2015 through November 2015, Williams failed to register and update his registration as a sex offender in Berkeley County, WV. Williams is required to register under the Sex Offender Registration and Notification Act by reason of a conviction under state law, to wit: Sexual Assault in the Third Degree, in the Circuit Court of Berkeley County, West Virginia.

Williams faces up to ten years in prison and a fine of up to $250,000. Under the Federal Sentencing Guidelines, the actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Assistant U.S. Attorney Anna Z. Krasinski prosecuted the case on behalf of the government. The United States Marshals Service investigated.

U.S. Magistrate Judge Robert W. Trumble presided over the case.

Williams’ guilty plea is a serious consequence of his failure to comply with the Sex Offender Registration and Notification Act. As a registered sex offender, Williams is required to provide accurate and timely information to law enforcement regarding his address, employment, and other relevant details.

The case is a reminder of the importance of compliance with sex offender registration requirements and the severe consequences that can result from non-compliance.
