Former Correctional Officer Sentenced to 2 Years for Racketeering Conspiracy in Baltimore
Baltimore, Maryland – Shanese Butler, a 35-year-old former Correctional Officer at the Metropolitan Transition Center in Baltimore, has been sentenced to two years in federal prison for her role in a racketeering conspiracy related to a smuggling scheme.
According to court documents, Butler engaged in a romantic relationship with Christopher Mann, a detainee at the Metropolitan Transition Center, and conspired with Mann and other employees, detainees, and associates to participate in a pattern of racketeering activity, including drug distribution and bribery.
Butler and her co-conspirators used a Cash App account to manage the day-to-day financial aspects of the smuggling operation and to liquidate the proceeds. Between September 16 and October 3, 2020, Butler withdrew approximately $33,000 from the account, with the FBI recovering approximately $3,020 at her home on October 2, 2020.
The evidence showed that Butler controlled Mann’s Cash App account, through which multiple payments were made to Correctional Officer Thomas Green and facilitator Cania Jefferson. Mann directed Butler to send $1,000 bribe payments to Green on multiple occasions, in exchange for which Green smuggled contraband into MTC.
Co-conspirators Christopher Mann, Thomas Green, and Cania Jefferson previously pleaded guilty to their roles in the scheme and were sentenced to between one year and a day and three years in federal prison.
United States Attorney Erek L. Barron commended the FBI and DPSCS Intelligence and Investigative Division for their work in the joint investigation. The case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation, which identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States.
