Philip R Sellinger, Fentanyl Distribution, New Jersey 2024

NEWARK, N.J. – A sprawling drug trafficking operation flooding the streets of Newark and surrounding areas with deadly substances has been crippled, authorities announced today. Sixteen individuals are facing federal charges for their alleged roles in distributing fentanyl, heroin, cocaine, and methamphetamine, according to U.S. Attorney Philip R. Sellinger.

The arrests, a culmination of a lengthy investigation, target a network accused of moving significant quantities of illicit drugs throughout Essex and Union counties. Those charged include Jaquan Beard, 25, of Newark; Joseph Feliciano, 40, of Newark; Carlos Lopez, 50, of Newark; George Lopez, 49, of Newark; Tyree Malone, 36, of Newark; David Quinones, 29, of Newark; Wilberto Cotto, 41, of Elizabeth, New Jersey; Reinaldo Cruz, 44, of Elizabeth, New Jersey; Steven Garcia, 48, of Elizabeth, New Jersey; Adolphus Hunter, 48, of Elizabeth, New Jersey; Jermaine Jones, 37, of Elizabeth, New Jersey; Nelson Valentin, 37, of Elizabeth, New Jersey; Joel Hernandez, 28, of Parlin, New Jersey; Jonathan Arce, 36, of Belleville, New Jersey; Jose Correa, 53, of Yardley, Pennsylvania; and Reynaldo Cruz, 27, of Elizabeth.

All defendants are charged with one count of conspiracy to distribute methamphetamine, cocaine, fentanyl, and heroin. George Lopez faces additional charges including possession with intent to distribute methamphetamine and cocaine, possession of firearms in furtherance of a drug trafficking crime, and illegal possession of firearms and ammunition. Reynaldo Cruz is also charged with possession with intent to distribute controlled substances and conspiracy to use and carry a firearm during a drug trafficking crime.

Court documents reveal a complex distribution system. Reinaldo Cruz, Feliciano, Hernandez, and Quinones allegedly acted as key distributors, supplying drugs from specific locations. Beard, Correa, Cotto, Garcia, Hunter, Jones, Carlos Lopez, Malone, and Valentin then allegedly took those drugs and pushed them onto the streets. Arce is identified as a source of supply for the entire operation. Disturbingly, the investigation also uncovered that even while incarcerated, George Lopez continued to play a role, providing connections and receiving funds. The DTO is alleged to have distributed over 50 grams of methamphetamine, 5 kilograms of cocaine, 40 grams of fentanyl, and 100 grams of heroin.

Law enforcement sources indicate that many of those involved have ties to the Latin Kings street gang, and that firearms were frequently possessed in connection with their illegal activities. As of today, Arce, Cotto, Reinaldo Cruz, Feliciano, Hernandez, Hunter, and Carlos Lopez have appeared in court and are being held without bail. Jones, George Lopez, and Valentin are currently detained on separate state charges. Authorities are actively searching for Beard, Correa, Garcia, and Malone, who remain at large.

The penalties for these crimes are severe. The methamphetamine and cocaine conspiracy carries a mandatory minimum of 10 years in prison and a potential life sentence, along with a $10 million fine. The fentanyl and heroin conspiracy, as well as the methamphetamine and cocaine possession charges, each carry a minimum of five years and a maximum of 40 years, plus a $5 million fine. Firearm-related charges carry additional mandatory minimum sentences and potential penalties up to 15 years in prison. U.S. Attorney Sellinger credited special agents of the Drug Enforcement Administration with leading the investigation.
