Jericho Rayne Skipper, a 30-year-old resident of Panama City, Florida, has been sentenced to 60 months in federal prison and ten years of supervised release for the receipt of child pornography.

The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida, who emphasized the importance of protecting children from predators like Skipper. ‘My office will aggressively prosecute anyone caught peddling child porn, and we will not rest until every child is safe,’ said U.S. Attorney Heekin.

According to court records, Skipper was apprehended in July 2024 after law enforcement discovered he had been using social media to trade explicit images of minors. Following his arrest, he confessed to collecting these illegal images.

Nicholas Ingegno, Assistant Special Agent in Charge of Homeland Security Investigations Tallahassee, highlighted the severity of Skipper’s crime. ‘The abhorrent crime of trafficking imagery of the sexual abuse of children online is abhorrent at every level,’ he said. ‘HSI is committed to continue working side-by-side with our state and local partners to identify these predators and get victims the help they need.’

Bay County Sheriff’s Office Sheriff Tommy Ford praised the collaborative efforts that led to Skipper’s conviction. ‘Keeping kids safe is a top priority, and it takes strong teamwork across agencies to make that happen,’ said Sheriff Ford.

This case was part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse online. The investigation was conducted by the Bay County Sheriff’s Office, the Panama City Police Department, and U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, with prosecution led by Assistant United States Attorney Meredith L. Steer.
