A disturbing revelation in the Sooner State as a Wagoner County resident is given a lengthy prison sentence for distributing child sexual exploitation material. Sovana Xiong, a 32-year-old Tulsa man, was found guilty of one count of Distribution of Certain Material Involving the Sexual Exploitation of a Minor.
The charge came after an investigation by the Tulsa Police Department — Special Investigations Division. On December 9, 2024, Xiong pleaded guilty to the charge. According to investigators, from October 15, 2023, until April 11, 2024, Xiong knowingly distributed visual depictions on the internet of a minor engaging in sexually explicit conduct.
This heinous crime is part of a growing epidemic of child sexual exploitation and abuse. Project Safe Childhood, a nationwide initiative launched in May 2006, is dedicated to combating this issue. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section.
The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing. Xiong will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

Xiong’s 188-month prison sentence is a direct result of his actions, which put countless young lives at risk. We must continue to work together to combat this epidemic and protect our children.
