A high-ranking intelligence official turned sexual predator, Michael A. Dillard, 63, of Stafford, Virginia, was sentenced to 25 years in prison for sexually abusing two women at an intelligence conference in Williamsburg, Virginia, in July 2022. Dillard, who was then the Deputy Director of Facilities for the Office of the Director of National Intelligence and a retired U.S. Army Colonel, used his position of power to lure his victims into his hotel room, where he assaulted them. The abuse occurred on July 27, 2022, after Dillard instructed one of the victims to follow him to his room, and then impeded her from leaving.
The victims reported Dillard’s abuse to their colleagues, who alerted base police. A welfare check by police led to the discovery of the second victim in Dillard’s hotel room. The victims each filed EEOC complaints against Dillard in 2023, which he denied, providing a false written statement claiming no sexual contact with the victims.
Dillard’s case was investigated by the FBI’s Norfolk Field Office, and he was prosecuted by Assistant U.S. Attorneys Eric M. Hurt. Dillard’s sentence reflects the severity of his crimes, which were committed while he was in a position of trust and authority.
