Stephen Roncone Appointed CFO, Washington D.C., 2023

WASHINGTON D.C. – While the Secret Service scrambles to account for persistent lapses in security and ongoing investigations into compromised data, the agency is also shuffling the deck upstairs. Director Kimberly Cheatle announced the appointment of Stephen Roncone as the agency’s new Chief Financial Officer on April 24, 2023. The move comes at a critical time, as the Secret Service faces increased scrutiny over its budget and resource allocation.

Roncone arrives from U.S. Immigration and Customs Enforcement (ICE), where he spent six years as Assistant Director and Chief Financial Officer. At ICE, he oversaw a hefty $8.7 billion in appropriations and commanded a team of 450. Sources within the Department of Homeland Security suggest Roncone was brought in to tighten ICE’s financial controls after a series of audit failures – a pattern now eerily similar to the issues plaguing the Secret Service. Whether he can replicate that success here remains to be seen.

Before his tenure at ICE, Roncone logged 22 years of service with the United States Coast Guard. That included a three-year stint at the U.S. Department of Transportation, advising leaders on the disbursement of $10 billion in Recovery Act funds. This experience is being touted by the Secret Service as a valuable asset, particularly given the agency’s need to modernize its infrastructure and implement new security technologies. But critics point out that managing disaster relief funds is a far cry from protecting the President.

Roncone isn’t just a bean counter; he’s also a civil engineer and experienced asset manager. He’s led numerous major infrastructure projects, including the post-hurricane rebuilding efforts in Florida following the devastating 2004-2005 seasons (Frances, Jeanne, Ivan, Rita, and Wilma). This background, according to Director Cheatle, makes him uniquely qualified to manage the Secret Service’s resources and oversee its financial operations. “Steve has extensive experience in resource management and has shown himself to be a talented and trusted leader throughout his extensive government career,” Cheatle stated in a press release.

As CFO, Roncone will be responsible for the entire financial lifecycle of the Secret Service, from budget development and execution to long-term resource stewardship. He’ll also lead a team of budget analysts, financial managers, relocation specialists, and IT experts. The agency is hoping Roncone can bring a level of financial discipline and accountability that has been sorely lacking in recent years, especially in the wake of reported budget overruns and questionable spending practices.

The appointment raises questions, however, about whether a financial fix can truly address the deeper systemic problems within the Secret Service. While Roncone’s expertise is undoubtedly valuable, it remains to be seen if he can navigate the agency’s complex political landscape and address the core issues that have led to repeated security breaches and public trust erosion. The Grimy Times will continue to monitor Roncone’s tenure and report on any financial irregularities or successes under his leadership.
