Gettysburg man charged with producing videos of minor children in his custody engaging in sexually explicit conduct.

Steven L. Berwager, age 73, of Gettysburg, Pennsylvania, was arrested on March 23, 2016, after a search of his home by state and federal law enforcement officers led to the recovery of thousands of images of child pornography stored on electronic devices.

The government alleges that Berwager produced videos of minor children in his custody engaging in sexually explicit conduct. He was recently charged by state authorities in Adams County with sexual assault charges involving the same minor victims.

The case was investigated by the United States Department of Homeland Security Investigations, the United States Postal Inspection Service, the Pennsylvania State Police, and the Adams County District Attorney’s office. Prosecution is assigned to Assistant United States Attorney William A. Behe.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.

Berwager has been in custody since his arrest and faces a maximum penalty of up to 30 years of imprisonment, a term of supervised release following imprisonment, and a fine. The case is pending before the court.
