Local Business Owner Sentenced for Harboring Illegal Aliens

In a shocking case, Sun Sen, a Saipan-based business owner, was found guilty of violating U.S. immigration laws. On Friday, May 18, 2018, Chief Judge Ramona V. Manglona sentenced Sun Sen to one year and one day of imprisonment for his role in operating an illegal birth-tourism business.

According to the investigation, Sun Sen’s operation employed dozens of Chinese nationals who were in the CNMI without work authorization. The defendants were employed as caretakers, or ‘nannies’, and were brought to the island for the purpose of giving birth to U.S. citizens.

As part of his crime, Sun Sen was ordered to forfeit $33,960 in criminally-derived proceeds to the United States. He was also fined $1,000.

United States Attorney Shawn N. Anderson stated, ‘The Department of Justice will not tolerate abuse of our immigration laws and regulations, particularly by those like Mr. Sun who ran a large and lucrative underground birth-tourism operation.’

Anderson further emphasized that such businesses jeopardize the island’s legitimate tourist industry, while inviting practices that risk the health of both mother and child.

Special Agents from the Federal Bureau of Investigation conducted the investigation, with assistance from the Department of Homeland Security, Homeland Security Investigations. The case was prosecuted by Eric O’Malley, First Assistant United States Attorney for Guam and the Northern Mariana Islands.

Sun Sen’s sentence serves as a warning to those who seek to exploit our immigration system for personal gain.
