Tampa Man’s 10-Year Sentence for Child Enticement
A 37-year-old Tampa man has been sentenced to 10 years in federal prison for attempting to entice a minor into a sexual encounter.
Richard Plummer, 37, of Tampa, was sentenced by U.S. District Judge Susan C. Bucklew after pleading guilty on May 25, 2018, to the crime. In addition to the prison sentence, Plummer was ordered to serve 25 years of supervised release and must register as a sex offender.
According to court documents, Plummer exchanged over 160 text messages with an individual he believed to be 14 years old in March 2018. During the conversations, Plummer attempted to induce the child to meet him for a casual sexual encounter. He also sent the child explicit photographs and video of himself.
The ‘child’ in the conversations was actually an undercover officer from the Tampa Police Department. Plummer was arrested after he showed up to a residence to have sex with the child.
The case was jointly investigated by the Federal Bureau of Investigation and the Tampa Police Department. Assistant United States Attorney Kristen A. Fiore prosecuted the case.
This case represents another instance of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.
Plummer’s sentence serves as a reminder of the severe consequences of attempting to entice or exploit minors. The community must remain vigilant in protecting its children from such heinous crimes.
Project Safe Childhood can be found at www.justice.gov/psc. The initiative continues to work towards eradicating child exploitation and abuse in the United States.
