Tasha Hammock Charged with Providing Contraband to a Prison Inmate in Massachusetts

BOSTON – A former employee of the Massachusetts Department of Environmental Protection has been charged with providing contraband to a federal prison inmate in Massachusetts. Tasha Hammock, 43, is accused of providing K2-laced paper to Raymond Gaines, an inmate at FMC Devens.

According to court documents, Hammock and Gaines were charged by criminal complaint in March 2025. It is alleged that on August 18, 2024, Hammock, while visiting Gaines in the prison, surreptitiously passed K2-laced papers to Gaines, which he pocketed.

Raymond Gaines, 45, has been indicted by a federal grand jury with possessing contraband by a prison inmate. The charges of providing a prohibited object to a prison inmate, and receiving a prohibited object by a prison inmate, each carry a penalty of up to 10 years in prison, up to three years of supervised release and a fine of up to $250,000.

Gaines was previously sentenced to more than seven years in prison after pleading guilty in federal court in Boston to possession with intent to distribute cocaine and possessing a firearm in furtherance of drug trafficking. He received an Executive Grant of Clemency in January 2025, reducing his current federal sentence to five years in prison.

The investigation, led by the Federal Bureau of Investigation, Boston, and the Northeast Regional Office of DOJ-OIG, revealed that Gaines had been receiving K2-laced paper from Hammock, who would handle money connected with the distribution of K2 to Gaines in FMC Devens. Court records allege that law enforcement obtained a cellphone that had been smuggled to an inmate in the prison, which was used to discuss obtaining K2 in prison.

The details contained in the charging documents are allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
