TEXARKANA, AR – Another dealer pushing poison into our communities is off the streets. Terry Duran Martin, 40, received a 168-month federal sentence yesterday for peddling methamphetamine in Texarkana. Chief Judge Susan O. Hickey delivered the sentence at the United States District Court, followed by a five-year supervised release – if he even makes it that far.
The bust went down on August 11, 2021. Court records show Martin brazenly sold more than 50 grams of *pure* methamphetamine to a confidential informant working with the Bi-State Narcotics Task Force and the FBI. That’s enough to ruin countless lives, and Martin showed no remorse.
This wasn’t Martin’s first rodeo. He was still on post-prison supervision from a 2013 federal conviction for cocaine trafficking when he decided to return to his criminal ways. Clearly, a previous stint behind bars didn’t teach him a lesson. The system failed to keep him contained, and the public paid the price.
A United States Grand Jury indicted Martin in connection with the August 2021 deal, and he eventually pleaded guilty on December 12, 2024. While a guilty plea avoids a trial, it doesn’t erase the damage he’s caused. It’s a small victory, but a victory nonetheless.
U.S. Attorney David Clay Fowlkes announced the sentencing, a rare moment of good news in a city battling the opioid crisis. The Bi-State Narcotics Task Force and the FBI deserve credit for their relentless work, and Assistant U.S. Attorney Graham Jones successfully prosecuted the case, ensuring Martin faced justice.
