PORTLAND, Ore.—In a chilling display of violence against federal employees, Kevin Eugene Irvine, 34, from Tigard, Oregon, has been sentenced to federal prison for his brazen shooting attack on a United States Postal Service (USPS) letter carrier. The sentence handed down today by the court was 205 months behind bars followed by five years’ supervised release.
Irvine’s crime began on December 24, 2022, in Milwaukie when he tossed his arms in the air as a letter carrier delivered mail on foot. Mistaking the action for a greeting, the unsuspecting carrier waved back. Unbeknownst to the carrier, Irvine was setting the stage for a deadly confrontation.
A few minutes later, the letter carrier noticed the same van and made eye contact again with Irvine. The van suddenly stopped several houses away, and from inside, Irvine emerged wielding a rifle. Kneeling on the street, he fired three rounds, hitting the letter carrier once as the victim sought cover. After discharging his weapon, Irvine collected his shell casings and fled the scene.
Two days later, law enforcement tracked down Irvine’s van in Lake Oswego, Oregon, where they apprehended him without incident. A subsequent search warrant led to the discovery of three rifles, ammunition, spent shell casings, a knife, shooting targets, and ballistic gear, all within Irvine’s vehicle.
On February 8, 2023, a federal grand jury in Portland indicted Irvine on three counts: aggravated assault on a federal employee with a firearm, attempted murder of a federal employee, and discharging a firearm during a crime of violence. On March 26, 2025, Irvine was convicted of all charges after a bench trial.
This case was meticulously investigated by the United States Postal Inspection Service, with support from the Milwaukie Police Department and the Lake Oswego Police Department. The prosecution was led by Gary Y. Sussman and Eliza Carmen Rodriguez, Assistant U.S. Attorneys for the District of Oregon, ensuring justice was served for the innocent postal worker who bore the brunt of Irvine’s violent attack.
