Rocky Allan Rainwater, Narcotic Trafficking, Oregon 2024

PORTLAND, Ore. — Rocky Allan Rainwater, 25, a local dealer known in the underworld as ‘smokeyinpdx,’ was sentenced to 72 months in federal prison for illegally possessing a firearm during his drug trafficking spree.

Rainwater, who admitted selling illegal narcotics including cocaine and LSD to minors, faced a severe penalty after investigators with the FBI and Clackamas County Interagency Task Force (CCITF) caught him advertising on Telegram. The encrypted messaging service became his platform for pushing a range of hard-to-get substances.

On March 22, 2024, agents orchestrated a controlled buy, leading to Rainwater’s arrest. They seized a .22 caliber pistol, 73 grams of cocaine, and 465 grams of psilocybin mushrooms, among other illegal items.

The raid on Rainwater’s residence yielded more than $1,490 in cash, a money ledger, and additional drugs like LSD and methamphetamine. Rainwater was charged with distributing and possessing a controlled substance the same day he was nabbed.

Pleading guilty to the charges on February 7, 2025, Rainwater now faces three years of supervised release after his prison term. Scott M. Kerin, Assistant U.S. Attorney for the District of Oregon, led the prosecution.

The CCITF investigation was supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program, a federal initiative that funds and coordinates multi-agency drug enforcement efforts.
