GREENEVILLE, Tenn. – Todd Adam Rigney, a 44-year-old man from Morristown, Tenn., was sentenced to 16 years in federal prison for distributing child pornography, a crime that has shaken the community and sparked outrage.
According to court records, Rigney pleaded guilty in May 2014 to a federal grand jury indictment charging him with the distribution, receipt, and possession of child pornography. He received and distributed the child pornography from his home in Morristown, Tenn.
The investigation into Rigney’s activities was conducted by the Morristown Police Department and the Knoxville Police Department Internet Crimes Against Children Taskforce. Assistant U.S. Attorney Helen Smith represented the United States in the case.
Rigney’s sentencing on September 8, 2014, marked the culmination of a long and complex investigation. He was found guilty of distributing child pornography, a crime that carries severe penalties. Upon his release from prison, Rigney will be under the supervision of the U.S. Probation Office for the remainder of his life.
Under his supervision, Rigney will be subject to numerous special conditions of release that restrict his access to children and the internet. This is a significant concern, given the nature of his crimes. The restrictions are designed to prevent Rigney from reoffending and to ensure public safety.
The case against Rigney was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.
