Four individuals have been sentenced in a Dillon-based prescription drug ring in South Carolina, with the ringleader, Tracey Lee Rowell, receiving a 20-year prison sentence.
The sentencing took place in federal court in Columbia, South Carolina, on , with Chief United States District Judge Terry L. Wooten presiding over the case.
According to US Attorney Bill Nettles, the ring was involved in a Conspiracy to Distribute Oxycodone, a violation of 21 U.S.C. § 846. The ring’s leader, Tracey Lee Rowell, 41, of Latta, was sentenced to 20 years in prison, while co-conspirators Bobby Lee Scott, 29, of Dillon, Denise Locklear, 35, of Latta, and Lakisha Marie Clark, 28, of Dillon, received sentences of 70 months, 37 months, and 2 years in prison, respectively.
Evidence presented at the change of plea hearing established that Rowell was the leader of a prescription forgery ring, which provided forged prescriptions to co-conspirators who then had the prescriptions filled in pharmacies in South and North Carolina. The pills were then provided to Rowell, who used some and sold the rest.
The typical prescription was for 120 pills, and the total conspiracy involved almost 42,000 pills. Each tablet had a street value of $20 to $25.
The case was investigated by the newly formed Tactical Diversion Squad of the Drug Enforcement Administration, with Assistant United States Attorney Winston Holliday of the Columbia office prosecuting the case.
