Luis Enrique De La Cerda, Human Trafficking, Texas 2021

San Antonio – A grim discovery in Pearsall, Texas, has brought the dark underbelly of human trafficking to light as Luis Enrique De La Cerda, 55, from El Indio, pleaded guilty today for his role in transporting undocumented non-citizens.

Court documents reveal that on March 22, 2021, law enforcement was alerted by witnesses reporting a disturbing sight: the body of a male child sticking out from the rear of a tractor trailer. The truck, driven by De La Cerda, had been traveling through Pearsall when it was stopped in an abandoned parking lot. With the door to the rear trailer opened by De La Cerda, a harrowing scene unfolded as 69 undocumented immigrants, including five unaccompanied minors, were freed from their deplorable conditions inside.

Despite complaints of heat and lack of ventilation, many were left suffering. The grim nature of the situation became even more poignant as it was discovered that the trapped individuals had been transported in the trailer for an extended period under inhumane conditions.

De La Cerda has now pleaded guilty to one count of transporting illegal aliens, a violation of 8 U.S.C. § 1324. He is scheduled to be sentenced on March 9, 2022, with a maximum sentence of five years in prison hanging over him. United States District Judge Jason K. Pulliam will decide the fate of De La Cerda after reviewing the U.S. Sentencing Guidelines and other relevant factors.

The case has been brought to light by the collaborative efforts of Homeland Security Investigations (HSI), the Texas Department of Public Safety (DPS), and the Pearsall Police Department, all of which are currently investigating the matter further.

Assistant U.S. Attorney Matthew W. Kinskey is leading the prosecution against De La Cerda. The case serves as a stark reminder of the lengths some will go to exploit vulnerable populations for profit, highlighting the urgency of continued efforts to combat human trafficking.
