VA Scam Exposed: Three Plead Guilty
Three former employees of the Veterans Health Administration at the New Orleans VA Medical Center have pleaded guilty to defrauding the Veterans Administration of $564,000.
Ronald Bell, 41, of Gretna; Regina Davis, 63, of New Orleans; and Yodonnalisa Evans, 45, of New Orleans, admitted to participating in a conspiracy to commit healthcare fraud. The scheme, which lasted from January 2001 to December 2008, involved creating false companies and billing patient files for fraudulent services.
Bell, a Program Manager, created two false companies, Davis Health Care Consulting, LLC and Caring Hearts Healthcare, and used the identities of veterans to submit fraudulent bills. He then arranged for the payments to be sent to Davis, who split the money with him. The duo fraudulently obtained approximately $203,007.91 from the VA.
Evans and Bell also created a false company called C&E Rehabilitation Clinic, and used the identities of veterans to submit fraudulent bills. They then arranged for the payments to be sent to Evans, who split the money with Bell. The pair fraudulently obtained approximately $360,978.56 from the VA.
The defendants face a maximum term of imprisonment of five years, a fine of $250,000 and two years of supervised release following any term of imprisonment. Sentencing has been scheduled for May 15, 2013.
The case was investigated by the Veterans Administration, Office of Inspector General and prosecuted by Assistant U.S. Attorney G. Dall Kammer. The scheme was uncovered as part of a larger investigation into healthcare fraud at the VA.
According to the U.S. Attorney’s office, the defendants’ actions were a betrayal of the trust placed in them by the VA and the veterans they were supposed to serve. The case serves as a reminder of the importance of holding public officials and employees accountable for their actions.
