Luis Nino-Moncada, a 33-year-old Venezuelan national, smashed into a government vehicle in the parking lot of Adventist Health Portland on January 8, 2026. Nino-Moncada, who was in the US illegally, rammed his red Toyota Tacoma pickup truck into a black Hyundai Sonata, which was parked behind him, in an attempt to escape from six Border Patrol agents who were trying to arrest him and his female passenger. The agents had surrounded the Toyota Tacoma, and Nino-Moncada believed they were ICE agents. The incident occurred when Nino-Moncada and his passenger were unlawfully in the country, and he was conscious of the risk of serious bodily injury to others.
The Hyundai Sonata was declared a total loss, and Nino-Moncada pleaded guilty to felony Depredation of Government Property. As part of the plea agreement, he agreed to pay restitution of $24,413.00. Nino-Moncada faces a maximum sentence of 10 years in prison, a $250,000 fine, and one year of supervised release.
The Federal Bureau of Investigation (FBI) investigated the case, with valuable assistance provided by the Department of Homeland Security – Homeland Security Investigations (H.S.I.). The United States Attorney’s Office is prosecuting the case, which will be sentenced on September 16, 2026, before a US district court judge.
Nino-Moncada’s actions not only damaged government property but also put others at risk of serious bodily injury. His guilty plea is a result of the joint efforts of law enforcement agencies to hold individuals accountable for their actions.
