A brazen attempt to smuggle heroin into a Minnesota correctional facility has landed a St. Paul man in hot water. Walter Davis, 39, also known as ‘Disney,’ has been indicted by a federal grand jury for his alleged involvement in the crime.

According to court documents, on April 12, 2021, Davis attempted to distribute a substance containing heroin by depositing it into the United States mail, addressed to one or more recipients at a Minnesota state correctional facility. This sinister plot was uncovered on April 16, 2021, when authorities discovered a stash of over 100 grams of heroin, alongside two firearms.

Davis’s collection of illicit goods includes a Smith & Wesson .38 Special revolver and a Rossi .357 Magnum revolver. However, these firearms are now the subject of a separate charge, as Davis is a convicted felon. His multiple prior convictions in Ramsey and Hennepin Counties render him ineligible to possess firearms or ammunition at any time.

The charges against Davis include one count of attempted distribution of a controlled substance, one count of possession with intent to distribute a controlled substance, and two counts of possessing a firearm as a felon. Assistant U.S. Attorney Ruth S. Shnider is prosecuting the case.

The investigation into Davis’s activities was conducted by the United States Postal Inspection Service and the Minnesota Department of Corrections. An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
