William H. M. Bowen and Negro Guardsmen, Atlanta GA, 1946

In a shocking display of civic duty, William H. M. Bowen, commander of the local chapter of the United Negro Allied Veterans of America, has publicly pledged his organization’s support for the drive to enlist Negro members of the Georgia State Guard. Bowen’s vow comes on the heels of a plea made by C. A. Scott, editor and general manager of the Atlanta Daily World, to Governor Ellis Arnall and Major General Miltonberger, chief of the National Guard at Washington D.C.
