3 Rockford Men Indicted for Child Pornography

In a disturbing revelation, three men from the Rockford area in Illinois have been charged with child pornography offenses. The indictments, handed down by a federal grand jury in Rockford, bring to light the dark underbelly of internet exploitation.

The suspects, identified as DAVID WITTWER, 48, of South Beloit, DONOVAN HEIDENREICH, 23, of Rockford, and OSCAR FLORES-VAZQUEZ, 47, of Byron, face serious charges for their alleged involvement in the production, distribution, and possession of child pornography.

The investigation into WITTWER‘s case revealed that he had transported child pornography via the internet in February 2016 and possessed a computer and cell phone containing an image of child pornography in April 2017. The image involved a prepubescent minor and a minor who had not attained 12 years of age.

In a separate case, HEIDENREICH was charged with two counts of transporting child pornography via the internet in May and September 2017, as well as one count of possessing a computer containing an image of child pornography in November 2017. The image involved a prepubescent minor and a minor who had not attained 12 years of age.

Meanwhile, FLORES-VAZQUEZ was charged with one count of transporting child pornography via the internet in June 2018 and one count of possessing a computer containing an image of child pornography in August 2018. The image involved a prepubescent minor and a minor who had not attained 12 years of age.

The cases were investigated by the U.S. Department of Homeland Security – Homeland Security Investigations and the FBI, with the assistance of local law enforcement agencies. Each count of transporting child pornography carries a mandatory minimum sentence of five years and a maximum of 20 years in prison, while possessing child pornography carries a maximum of 10 years in prison. Each count also carries a $250,000 maximum fine.

The public is reminded that an indictment contains only charges and is not evidence of guilt. Each defendant is presumed innocent and is entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.
