Gregory Stephen, a 42-year-old man from Monticello, Iowa, was hit with federal charges today for transporting child pornography across state lines—a crime that carries a mandatory minimum of five years behind bars.

The charges stem from a criminal complaint filed in United States District Court in Cedar Rapids, alleging Stephen transported a recording device containing illicit material from Illinois into Iowa in January 2018. Authorities say the device held multiple video clips believed to show young, non-adult male individuals disrobed—many appearing unaware they were being recorded.

The nature of the footage raises serious concerns about covert surveillance and exploitation, according to investigators. The complaint offers no indication of how the device was discovered, but law enforcement sources confirm the probe involved digital forensic analysis to confirm the content and origin.

Stephen appeared in federal court today and was ordered held without bond. His next court appearance, a preliminary hearing and detention hearing, is scheduled for March 15, 2018. Prosecutors argue he poses a flight risk and danger to the community.

If convicted, Stephen faces up to 20 years in prison, a $250,000 fine, and at least five years of supervised release. The case is being handled by Assistant United States Attorney Anthony Morfitt and was jointly investigated by the Iowa Division of Criminal Investigation, the Monticello Police Department, the Delaware County Sheriff’s Office, and the Federal Bureau of Investigation.
