In a shocking case of domestic violence, Raymond Dodd, 51, held his romantic partner captive in his Washington D.C. apartment in March 2024. The incident occurred at 1300 H Street NE, where the couple got into an argument that escalated into a brutal attack. Dodd slapped his partner, tied her hands and feet, and wrapped a scarf around her face, making it hard for her to breathe.

The victim was able to escape after several hours, when Dodd fell asleep, and she hopped to a neighbor’s apartment to seek help. The Metropolitan Police Department investigated the case, and Dodd was found guilty of one count of kidnapping, one count of strangulation, and two counts of simple assault on March 23, 2026.

Dodd’s sentencing is scheduled for May 29, 2026, before Superior Court Judge Carmen McLean. The case was prosecuted by Assistant United States Attorneys Anne Cotter and Randy Fultz. The guilty verdict brings some measure of justice to the victim, who endured a horrific ordeal at the hands of her partner.

The incident highlights the disturbing reality of domestic violence, which can turn deadly in an instant. The case was announced by U.S. Attorney Jeanine Ferris Pirro, who was joined by Interim Chief Jeffery Carroll of the Metropolitan Police Department.
