Tow Truck Operator and Dealer Hit for Car Theft Scam

New York – A daring car theft ring has met its downfall as John F. Rivers, 44, of East Greenbush and Robert A. Pitcher, 58, of Broadalbin have been sentenced for their roles in a sophisticated scheme that left dozens stranded and businesses defrauded.

Attorney General Letitia James announced the sentencings, with Rivers facing two to six years in prison and Pitcher on five years of probation for their involvement. The duo allegedly stole over 30 vehicles, selling them to scrap yards and dealers, including Pitcher.

Rivers, a tow truck operator, used his position to steal cars from parking lots across the Capital Region, including Latham’s Walmart and Albany’s Hannaford. He then sold these vehicles to Pitcher, who created falsified documents to resell them.

“New Yorkers should be able to trust that when their car gets towed, they’ll be able to get it back quickly,” said Attorney General James. “Rivers turned his business into a criminal operation, leaving many without their cars.”

New York State Police Superintendent Steven G. James echoed the sentiment: “Car theft is no small matter, and we are here to address this problem head-on. Our partnership with Attorney General James has been critical in dismantling this scheme.”

The investigation revealed Rivers sold stolen vehicles within days of tow, often without notifying owners or demanding excessive fees for return. In one case, a Hyundai Sonata was transported to a chop shop in Massachusetts after being towed by Rivers from Latham’s Walmart, leaving the registered owner in the dark.

In December 2024, Rivers was charged with stealing 17 vehicles worth $230,000 over two years. Pitcher faced 11 felony counts for buying and selling stolen vehicles. Both pleaded guilty to their charges.
