Turley Gets 15 Years for Child Porn, Abuse

SALT LAKE CITY – Shawn William Turley, 50, of West Valley City, is headed to federal prison for 15 years after pleading guilty to possessing sickening child pornography. U.S. District Judge Dee Benson handed down the sentence Wednesday, a grim reminder of the predators lurking in our communities. This isn’t just about images; it’s about the exploitation and abuse of vulnerable children.

The 15-year sentence, recommended as part of a plea agreement, falls within the 121-151 month federal guideline range. But Turley’s past is what truly sealed his fate. Prior convictions significantly impacted the severity of his punishment. This man wasn’t a first-time offender; he’s a repeat offender who demonstrated a clear pattern of predatory behavior.

The case unraveled in July 2013 when Utah Adult Probation and Parole agents conducted a routine check at Turley’s residence. The trigger? A 12-year-old victim bravely came forward, revealing a year of horrific sexual abuse. During the search, agents discovered a phone concealed under Turley’s mattress. A joint investigation with West Valley City police and U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations quickly revealed the depravity within that device.

That phone contained over 600 images of prepubescent and pubescent females in sexually suggestive poses. Turley admitted to obtaining these images through a peer-to-peer network, actively participating in the distribution of this vile material. But the digital evidence wasn’t the only confession. As part of the plea deal, Turley admitted to the year-long abuse of the 12-year-old victim, confirming the child’s harrowing account.

Adding another layer of complexity, Turley was already under supervision by Utah Adult Probation and Parole due to 1987 convictions for at least one qualifying first-degree felony in Utah County’s Fourth District Court. This wasn’t a sudden descent into criminality; it was a continuation of a long history of dangerous behavior. The system failed to protect this child once before, and now, finally, Turley will face the consequences.

The investigation was a collaborative effort between Utah Adult Probation and Parole, the West Valley City Police Department, and HSI. The U.S. Attorney’s Office in Salt Lake City prosecuted the case, ensuring that Turley will spend the next 15 years behind bars, followed by a lifetime of supervised release.
