Gardiner Man Sentenced to 7 Years for Bath Salts, Heroin Ring

A 43-year-old Gardiner man has been sentenced to seven years in federal prison for running a statewide drug operation that flooded Maine communities with lethal doses of heroin and synthetic bath salts. Luke Greenlaw was sentenced today in U.S. District Court by Judge Jon D. Levy, who handed down the stiff penalty amid rising concerns over synthetic drug abuse in rural New England.

Greenlaw, convicted on federal charges of drug distribution and conspiracy, will also serve five years of supervised release following his prison term. According to court records, from at least February through July 2015, Greenlaw coordinated the trafficking of heroin sourced from suppliers in New Hampshire and Massachusetts. The bath salts—cheap, lab-made stimulants often sold as “not for human consumption”—were mailed directly from overseas suppliers, slipping through customs and into the veins of Maine’s most vulnerable.

The case paints a grim picture of how small-time dealers exploit legal loopholes and postal networks to fuel addiction. Bath salts, known to trigger paranoia, hallucinations, and violent outbursts, were marketed and sold like candy, while the heroin supply carried a death sentence for users. Investigators say Greenlaw wasn’t just a middleman—he was a central distributor, funneling poison through a network that stretched from Portland to rural towns across the state.

The investigation, led by the U.S. Drug Enforcement Administration, was a multi-agency effort that included the Maine Drug Enforcement Agency, as well as local police in Scarborough and Portland. Wiretaps, surveillance, and controlled buys ultimately cracked the operation open, revealing how Greenlaw used coded language and cash-only deals to avoid detection. Despite the low-tech methods, the damage was anything but minor.

“This wasn’t victimless crime,” said Assistant U.S. Attorney Daniel J. Perry, who prosecuted the case. “Every dose distributed by Greenlaw had the potential to destroy lives, and in some cases, it did.” Federal prosecutors emphasized the sentencing sends a clear message: trafficking synthetic drugs will be treated as seriously as any major narcotics operation.

U.S. Attorney Thomas E. Delahanty II confirmed the sentence and praised the investigative teams for dismantling a supply chain that contributed to the opioid and synthetic drug crisis gripping Maine. With overdose deaths climbing, law enforcement is turning a sharper eye toward hybrid drug rings like Greenlaw’s—where heroin and designer stimulants merge into a deadly cocktail no community is immune to.
