Rivera Gets 7 Years for Fair Haven Heroin Ring

BRIDGEPORT, CT – Victor Rivera, 44, of New Haven, is headed back to federal prison after receiving an 83-month sentence yesterday for his part in a sprawling heroin distribution network that choked the Fair Haven neighborhood. U.S. District Judge Victor A. Bolden handed down the sentence, followed by four years of supervised release, effectively taking Rivera off the streets for nearly seven years.

The case, spearheaded by the DEA New Haven Task Force, the FBI, and the New Haven Police Department, exposed a sophisticated operation led by Wilson Vasquez, also known as “Will” and “Pancho.” Vasquez allegedly sourced bulk heroin, then enlisted co-conspirators – including Rivera – to process, package, and push the deadly drug through a network of street dealers concentrated around Ferry Street, Grand Avenue, and Blatchley Avenue. The investigation utilized court-authorized wiretaps, relentless physical surveillance, and carefully orchestrated controlled buys to dismantle the ring.

Law enforcement didn’t just stop at arrests. The bust yielded a significant haul: approximately 500 grams of raw heroin, three firearms, and five vehicles seized. More impressively, investigators managed to freeze bank accounts containing over $300,000 – a clear indication of the profits fueling this illicit trade. The scale of the operation speaks to the damage inflicted on the community by this ruthless crew.

Rivera isn’t a stranger to the inside of a prison cell. He previously received a 48-month sentence in 2004 for a similar heroin distribution conspiracy. His history didn’t end there; he repeatedly violated the terms of his supervised release, earning himself additional time behind bars. This latest conviction demonstrates a pattern of disregard for the law and a continued commitment to criminal activity.

Rivera has been cooling his heels in detention since his arrest on July 15, 2015. He ultimately pleaded guilty on September 7, 2016, to one count of conspiracy to possess with intent to distribute, and to distribute, 100 grams or more of heroin. Seventeen individuals were charged in connection with the investigation, and all have now pleaded guilty, signaling the complete unraveling of this criminal enterprise. Vasquez, the alleged kingpin, is still awaiting his sentencing date.

The DEA New Haven Task Force is a multi-agency collaboration, pulling resources from New Haven, Hamden, West Haven, North Haven, East Haven, Branford, Ansonia, Meriden, and Derby Police Departments, as well as the U.S. Marshals Service. Assistant U.S. Attorneys H. Gordon Hall and Patrick Caruso are prosecuting the case, ensuring those responsible for flooding New Haven with heroin face the full weight of the law.
